
Strategic Vision: Elevating the Vietnamese Chemical Industry
Vietnam National Chemical Group (Vinachem) is entering a new development phase with high aspirations following successful restructuring efforts and impressive growth. Vinachem has affirmed its role as an industrial pillar, contributing significantly to the national economy while emerging as a flagship enterprise with a solid financial foundation. Notably, by mid-2025, Vinachem cleared all accumulated losses from previous years, marking a pivotal turning point toward a promising new chapter. As the country aims for rapid and sustainable development, Vinachem has set a long-term strategic direction to ensure its mission of supplying essential resources for agriculture, industry, national defense, and healthcare, while pioneering key sectors driven by science, technology, and innovation.
On the occasion of Vinachem implementing the “Chemical Industry Development Strategy to 2030, with a Vision to 2040,” Vietnam Chemical Industry Magazine interviewed Mr. Phung Quang Hiep regarding the vision and strategy for the industry through the lens of a leader dedicated to elevating the status of Vietnam’s chemical sector.

…The Pioneering Role of State-Owned Enterprises
The chemical industry has always been considered the “food” of industry, the fundamental provider of core materials for many socio-economic sectors. Therefore, we define Vinachem’s primary mission as ensuring a stable supply of essential chemical products—from fertilizers for agriculture and basic chemicals for industrial production to specialized materials for defense and healthcare.
This is both a business objective and a political mission that the Group upholds before the Party, the State, and the people. Looking back, Vinachem has performed excellently as a pillar: supplying nearly all fertilizer needs for Vietnamese agriculture, contributing to national food security; providing basic chemicals for industrial manufacturing; and supplying medical and defense materials. Specifically, we have demonstrated our role in regulating and supplying essential materials during sensitive periods, such as the COVID-19 pandemic and the global food and fertilizer security crises. These results prove Vinachem’s immense importance and contribution to the chemical industry, agriculture, and the entire national economy.
In our strategic vision to 2030 and 2040, we aim to develop Vinachem into a comprehensive, multi-sector, high-tech, and highly specialized corporation. We will form concentrated industrial complexes to meet domestic demand while increasing exports and integrating deeply into regional and global economies. Our goals go beyond business indicators; we aim to elevate the status of Vietnam’s chemical industry. Vinachem is fully aware of this pioneering responsibility and has set a high political determination with a minimum growth target of 10% in 2025—not merely an economic figure, but a political task for a flagship enterprise to contribute to the nation’s overall growth.
Future Orientations
In its development orientation, Vinachem identifies the need for synchronous and harmonious development across industry groups to fulfill its mission. Alongside this, we are focusing on building several strategic “spearhead” sectors to create breakthroughs and enhance our international standing, such as fertilizer production, technical rubber tires, electrochemistry, basic chemicals, and detergents.
Building on established sectors, the Group is also researching investments in new fields aligned with global trends, such as pharmaceutical chemistry, deep petrochemicals, and even semiconductor technology—fields that require advanced scientific and technological levels. We believe that with a synchronized strategy and the determination of the entire system, Vinachem will maintain its lead in traditional sectors while gradually becoming a pioneering force in the country’s new industries.
Regarding our development model, Vinachem aims to build concentrated chemical industrial parks to create chain linkages and industry cluster effects. Instead of scattered individual factories, forming regional chemical complexes will help Vinachem’s subsidiaries share infrastructure, optimize logistics, and better control environmental issues. For instance, we are coordinating with localities to plan specialized industrial parks for fertilizer and basic chemical production in areas with favorable raw materials and seaports.
Additionally, Vinachem is strengthening strategic cooperation with major domestic corporations to leverage synergies in capital, technology, and raw materials to form large-scale chemical projects. I believe that concentrated chemical complexes and strategic alliances will provide the launchpad for Vinachem to maximize its value chain advantages and enhance regional competitiveness.






…Elevating Science and Technology in the Chemical Industry
Science and technology are the backbone of the chemical industry’s breakthrough and sustainable development. Therefore, Vinachem places special emphasis on R&D, viewing it as a strategic investment. We are implementing the “Science, Technology, Innovation, and Digital Transformation Program for 2025–2030, with a Vision to 2040” across the Group. Within this framework, Vinachem advocates forming high-tech R&D centers both inside and outside the Group.
Internally, we are upgrading and expanding existing chemical research institutes into key R&D centers, focusing on applied research and technological innovation for specific sectors (fertilizers, basic chemicals, new materials, etc.). Vinachem has utilized its Science and Technology Development Fund to sponsor thousands of research projects and technical initiatives during 2016–2020, creating tens of billions of VND in value annually. These results empower us to invest in modern laboratories and innovation centers within the Group to master and lead core chemical technologies.
Regarding external linkages, Vinachem has proactively established strategic partnerships with leading research and training institutions. In June 2025, the Group signed a long-term cooperation agreement with Hanoi University of Science and Technology (HUST), followed by the Industrial and Commercial Strategy and Policy Research Institute (Ministry of Industry and Trade), and will soon expand cooperation with the Vietnam Academy of Science and Technology (VAST). These programs focus on high-level human resource training, building a team of experts, and transferring advanced technologies, particularly for modern, large-scale chemical projects.
Simultaneously, Vinachem leverages its network of laboratories and practical corporate databases in collaboration with institutes and universities to drive innovation. Based on this extensive scientific partnership platform, the Group aims to establish an international-standard system of chemical R&D centers by 2030, capable of researching and manufacturing high-tech products, thereby elevating the scientific and technological standards of the entire Vietnamese chemical industry.

Deepening Participation in the Global Economy and Expanding Influence in Spearhead Sectors
Deeply integrating into the global economic value chain is an inevitable requirement if we are to elevate the standing of the chemical industry. Vinachem’s strategy focuses on proactive market orientation and building the “Vietnam Chemical” brand in both domestic and international arenas. First, domestically, we are implementing large-scale, national-level brand positioning programs to broaden the development prospects for the products of our subsidiaries. Vinachem actively responds to the campaign “Vietnamese people prioritize using Vietnamese goods,” strengthening alliances with leading domestic economic groups (such as those in agriculture and industry) to form tight value chain links between state-owned and private sectors. In fact, this cooperation has yielded impressive results: many of our “Made in Vietnam” chemical products have gradually dominated the domestic market and gained consumer trust. This provides the foundation for Vinachem to expand its influence into export markets.
On the international stage, Vinachem is proactively reaching out to foreign markets to affirm the position of the Vietnamese brand within the global supply chain. We are continuously enhancing our product quality standards to meet the world’s most stringent requirements. Currently, many of the Group’s flagship products meet international standards. We are boldly diving into modern technology products—exemplified by our research and development of smart tires with embedded chips and high-performance lithium batteries—to conquer even the most sophisticated customers. By 2025, Vinachem expects to successfully sign supply contracts with prestigious global brands. The choice of Vinachem products by international brands not only generates export revenue but, more importantly, serves as a source of pride, affirming the stature of Vietnamese industry on the global map. Besides direct exports, we are also deeply participating in the value chains of global spearhead industries. For instance, Vinachem and Petrovietnam are oriented toward developing products for the semiconductor industry, new energy, electronics, and automation—high-tech sectors that Vietnam is currently targeting. This cooperation helps enhance domestic production capacity while strengthening Vietnam’s integration into the world industrial value chain.
In addition to ongoing strategic investments, the potash salt mining and processing project in Laos is currently under implementation; once completed, it will provide a stable source of potash fertilizer for Vietnam and for regional exports.
Parallel to market expansion, the Group places special emphasis on enhancing core competitiveness to meet the demands of the new era. We are decisively implementing the Vinachem Restructuring Plan for the 2021–2025 period, as approved by the Government, to streamline our organizational structure and modernize corporate governance. Through these strategic orientations, Vinachem not only stands side-by-side with its subsidiaries but also clearly demonstrates its leading role in driving the development of the Vietnamese chemical industry within the global economic value chain.

…Digital Transformation of the Chemical Industry
Digital transformation is no longer an option; it is a vital mandate to enhance competitiveness. Vinachem is proud to be a pioneer in the digitalization of the chemical industry. We have developed and implemented the “Vinachem Digital Transformation Program 2025–2030” alongside our general development strategy, aiming for a “Twin Transition”: synchronizing digital transformation with green transformation. In May 2025, Vinachem launched VinachemMart—the first e-commerce platform for the Vietnamese chemical industry. VinachemMart directly connects chemical manufacturers with consumers and corporate clients, helping to digitalize the supply chain and increase market transparency. Through this e-commerce platform, we have eliminated intermediaries, optimized logistics costs, shortened delivery times, and expanded online export opportunities. Currently, VinachemMart integrates data analytics and automated customer care tools, gradually applying Artificial Intelligence (AI) to enhance the user experience. The initial success of VinachemMart (with thousands of visits and transactions immediately upon launch) demonstrates the immense potential of the digital economy within our industry.
Beyond distribution channels, Vinachem also focuses on digital transformation in production. We are building Smart Factories and Factory 4.0 models at many subsidiaries. This involves integrating modern technologies such as IoT (Internet of Things), automation, robotics, and Big Data analytics into chemical production processes. Many Vinachem factories have begun applying automated lines, digital energy management systems, and smart manufacturing execution software. As a result, labor productivity has significantly increased, operating costs are more optimized, and—most importantly—environmental risks are minimized. For example, the automated monitoring and control system at the DAP Dinh Vu plant allows for continuous tracking of environmental parameters to ensure timely adjustments for emission reduction. Additionally, some enterprises have deployed robots in transport and loading/unloading stages, saving human resources and ensuring occupational safety. Shifting from traditional production to digitalized models is creating a cleaner, more sustainable production base in the long term. This is our contribution to the “greening” trend of the industry.
In parallel with technical infrastructure, Vinachem emphasizes training a digital workforce and building a data-driven culture. We organize numerous capacity-building courses for managers on digital and green transitions, encouraging staff and engineers at plants to propose innovation initiatives using digital technology. The Group has also established a centralized database and implemented ERP and Big Data management systems to support practical, data-driven decision-making. Thanks to digital transformation, many internal reporting and administrative processes at Vinachem have been electronicized, reducing paperwork and improving overall efficiency.

It can be said that Vinachem aspires to become a model digital chemical corporation. We do not merely apply digitalization for our own benefit but seek to ignite the spark of digital transformation across the entire industry. In May 2025, Vinachem launched the national campaign “Greening – Digital Transformation of the Chemical Industry.” At the launch ceremony, I emphasized: “Green transition is the inevitable development path for Vietnam’s chemical industry. Vinachem is committed to applying advanced technologies, minimizing environmental impacts, and enhancing product quality to serve the people’s lives.” The message “VINACHEM – Greening the Chemical Industry, Accompanying a Sustainable Future” has also been widely disseminated. This reflects our core belief that digital transformation must go hand-in-hand with green transformation, aimed toward sustainable development.
Under the leadership of the Group’s Party Committee, the resolutions of the Central Committee and the Vinachem Party Committee have been concretized into numerous action programs and synchronous development plans across various fields: restructuring, high-tech investment, digital transformation, and environmental protection. This ensures absolute consistency from policy to practice. We firmly believe that the aspiration for innovation, coupled with a pioneering spirit, will enable Vinachem to soon realize its vision—rising to become a leading regional chemical group and making worthy contributions to the prosperous and sustainable development of the nation.
